Josh P. Phair
Chief Executive Officer
Founding Member, Co-Owner and CEO of Scottsdale Mint, Mr. Phair leads a global precious metals manufacturer serving Fortune 500 companies and central banks across 40+ countries. In 2011, he negotiated Scottsdale Mint's acquisition of Materion Corporation's precious metals division, transforming it into a U.S.-based manufacturing powerhouse recognized for innovation and security.
Since the company's formation, Mr. Phair has overseen the management, trading, and hedging of billions of dollars in precious metals inventory. An early cryptocurrency investor, he spearheaded Scottsdale Mint's 2018 digital asset acceptance initiative for Bitcoin, Ethereum, Litecoin, and Solana.
Mr. Phair holds a degree in Business Risk Management and Insurance from Florida State University and serves on the Advisory Board of Monarch Wallet.

G. Miguel Perez-Santalla
Managing Director
Mr. Perez-Santalla brings four decades of precious metals expertise in trading, hedging, vaulting, and international transportation to The Wyoming Reserve. Previously Vice President of Sales and Marketing at Heraeus Precious Metals, a Fortune Global 500 company with 15,000+ employees across 40 countries, where he managed precious metals inventory acquisition and logistics while serving on management teams for risk, compliance, and credit decisions.
His career also includes leadership positions at BullionVault and APMEX, as well as founding Trinity International LLC. Mr. Perez-Santalla currently serves as President of the International Precious Metals Institute and sits on its Executive Committee.
He has been published and quoted in major financial media and has appeared on Bloomberg and CNBC.

David McMaster
President
Mr. McMaster serves as President of The Wyoming Reserve, bringing extensive experience in legal compliance and international precious metals operations. Previously Vice President and General Counsel of Scottsdale Mint, he led efforts to open new wholesale markets in over 20 countries and negotiated partnership minting agreements with central banks representing nearly a dozen nations.
Mr. McMaster has expanded domestic and international custom minting channels to include Fortune 500 companies and has driven strategic growth in the fintech sector. He is licensed to practice law in Kansas, Missouri, Arizona, and Wyoming, and holds his FINRA Series 3 license.
Mr. McMaster earned his J.D. from the University of Kansas School of Law.

Chief Investment Officer
As Chief Investment Officer, Mr. Bannister distills complex investment strategies into actionable opportunities for investment advisors, family offices, high-net-worth individuals, and corporate treasury officers. He brings nearly two decades of proven success trading equities, options, futures, precious metals, cryptocurrency, and digital assets.
Mr. Bannister has spearheaded the development of The Wyoming Reserve's actively managed precious metals and cryptocurrency trading strategies. His analytical expertise, honed through pioneering work in machine learning and predictive analytics, has been featured in the New York Times bestselling book 'MVP Machine.'
Currently Director of Pitching for the San Francisco Giants, Mr. Bannister holds his FINRA Series 3 license and is a graduate of the University of Southern California.

Mauricio D. Perez
Chief Accounting Officer
Mr. Perez brings over 20 years of expertise in accounting, financial management, and regulatory compliance to his role as Chief Accounting Officer at The Wyoming Reserve. His career is marked by proven ability to manage multimillion-dollar budgets and ensure strict adherence to regulatory standards, having reduced audit discrepancies by up to 20% and improved financial accuracy by 30% across various organizations.
Previously Chief Financial Officer at Norden Realty and Treasurer at Titan Futures Group, where he oversaw $15M in customer funds with 100% compliance to AML/KYC and FINRA regulations.
Mr. Perez holds a BA in Business Studies – Accounting and formerly held FINRA licenses 3, 4, 7, 24, and 55.

Ron Baldwin
Chairman of the Board
Mr. Baldwin serves as Chairman of the Board, bringing more than 48 years of experience building, acquiring, and growing financial institutions. He founded CrossFirst Bank in October 2007, growing it to $4.0 billion in assets and raising over $350 million in capital while expanding across Kansas City, Wichita, Oklahoma City, Tulsa, and Dallas.
Previously President and Chief Operating Officer at Intrust Bank (1996-2005), Mr. Baldwin grew assets from $1.2 billion to $3.2 billion. Over the course of his distinguished career, he has led the acquisition of more than 60 banks.
Mr. Baldwin holds a Certified Public Accountant designation and attended Wichita State University.

Lt. Col. Kevin J. Kelly USN/USAF (Ret)
Independent Board Member
Lt. Col. Kelly serves as an Independent Board Member, bringing 25 years of military leadership and strategic operations expertise to The Wyoming Reserve. A former Naval Aviator and F-16C+ Fighter Pilot with over 400 carrier landings, he served multiple combat deployments in the Middle East and retired from active duty in October 2013.
A graduate of the Prometheus Academy of Strategic Management, Lt. Col. Kelly has consulted with Fortune 500 companies including Verizon, Cisco Systems, and AT&T to develop comprehensive strategic plans for growth. His business acumen includes successful ventures across multiple sectors, including biotechnology, fitness franchising, and real estate development.
Lt. Col. Kelly holds a Bachelor of Science degree in Accountancy and Naval Science from Villanova University.
